Beyond Four Provinces: Why Pakistan Needs Federal Units, Not Administrative Units.
Tariq Mahmood Awan is a civil servant, author, and governance reformer whose work interrogates the institutional architecture of the Pakistani state. He is the author of the four-volume governance series: Fixing the Executive, Fixing the Legislature, Fixing the Judiciary, and The Bureaucratic Coup, together forming what Critics regard as the first comprehensive governance model authored from within Pakistan's own public-policy discourse.
His scholarship, spanning more than twenty-five research theses and policy studies, moves across constitutionalism, federalism, public administration, and institutional reform. He has served within the very state he critiques, and this experience gives his work the weight of observation, not theory. He asks the questions others avoid: who holds power, who answers for it, and who reforms it.
Beyond Four Provinces extends this project further, arguing that Pakistan is a federation, and that a federation is built of federal units, not administrative units. The difference is not semantic: a federal unit carries constitutional guarantees, represents its people, and protects their cultural identity, while an administrative unit merely serves at the pleasure of the centre. Tariq Mahmood Awan argues that Pakistan needs more federal units, not administrative units in the form of provinces. Read him, and you will not see the state the same way again.
